Using Skype, instead of using my webcam, can I project a pre-made video of my dog wearing headphones and pretending to talk.?

You can share that video using Skype - just click on Share (at bottom of Conversation window), then on Send File - you will then be able to browse to the video file. The person receiving the file, will need to click on Save to accept the sent file.

Thanks Technotiger, but that is not exactly what I want to do.
I want the other person to see my dog talking when they receive my call, so instead of my face talking to them, it's a video of my dog...Is this possible?

Hmm, don't think so. However, if you have a Logitech Pro9000 webcam, it might be possible via the supplied software's Video Effects.
