shutdown windows 98se

since making fresh fromat/instal of windows98se, have not been able to shutdown windows as before.

When closing down via start menu button, instead shutting down by itself am now getting black screen with blinking cursor, then have to use the off button on base unit to complete close down.
what's happened?

VoG's right in directing you here; there are so many possible answers to this one. However, try disabling power management in your BIOS first as this might be a short cut to the answer you want in these circumstances. If it doesn't work, reset it back and start reading!
