Shutdown Problems

For some time now I've had a problem during shutdown, basically if I've been on the net and then I play 'soldier of fortune' offline, when I go to shutdown it just hangs on a black screen with a flashing white cursor. Ctrl, alt & del won't do anything and I have to press the reset button to restart the PC, run the scandisk until the PC finally has loaded, then I can shut it down. Recently I've noticed the kids just turning it off during the scandisk phase. Despite telling them not to, I know it happens when I'm not there because the scandisk runs during start up. Any clues how to resolve it? My o/s is 98se.
