ShutDown Problems

Why does Windows (XP Home Edition) often "Hang" on shutdown?
The computer is supposed to automatically turn off as part of shutdown but often gets to the screen "Windows is shutting down" and goes no further.
If I simply turn off the power supply then it seems ok on next boot-up.

Perhaps this is best described as a PowerDown failure, as symptoms suggest Windows is completing the Shutdown Process.
