shutdown problem

I cannot shut down from the start menu.Windows 98.I get a screen (not a window - nothing available to change) which tells me that windows is shutting down, but it doesn't. I have to use the power button.
I have used troubleshooting and got as far as the bootlog file.
The last entry is:
Terminate=Win32
The problem apparently is 'Problem with 32-bit program blocking file.
I don't know what this means and can go no further.
