shut down probs with network

I have two pcs running Windows ME, joined by an ethernet cable. Networking works ok, but when I first shutdown the "slave" computer, and then shutdown the "server", after a long delay (about 10 seconds) the server starts again.
If I then shutdown, the machine does switch off correctly.
I have tried "logging off" on both machines rather than just "shutting down" but the same thing happens.
Any ideas where I am going wrong?
