SHUT DOWN PROBLEM

using windows 98 every time i try and shut the computor down it will not shut down...

when trying to close the windows icon will show saying WINDOWS NOW SHUTTING DOWN but stays on the screen and you have to press the re-set button and then all the windows logs you in to the computor .
I have tried shutting the comp down by turning of the power but when i do this the computor come's on and says that WINDOWS WAS NOT SHUT DOWN and that is checking the hard drives for errors
CAN ANYONE HELP ME ON THIS MATTER PLEASE THANKS
