setup.exe application error

Error message is:'The Application Failed to initialize properly (0xc0000006)'this happens when I try to use any setup.exe file on a CD/DVD. Yet Windows can see the CD drive and it will play music and films.
I loaded the same file on another computer to a 2GB USB Flash Drive, then loaded it to the first computer via USB and the same setup.exe file worked fine, so is this an optic drive problem or a missing Windows file?
This is on a new 80GB hard drive with a clean install of Windows XP Pro 2002 SP2, AMD Sempron CPU and PC Chips Motherboard, the CD/DVD RW drive is a new Philips.
Everything else works fine, can anyone help please.

Have you tried uninstalling the cd/dvd drive from device manager and reboot,let xp install the generic drivers.

Alternatively,you may have a damaged/missing system file due to the new happens at times.

Run sfc

Start / run and type exactly

sfc /scannow

and enter

Note the space between c and /
