File does not have a program associated with it for performing this action.

Create association in the “Set Association” control panel. I cannot find anything in the control panel that Set Association refers to

Double click on the file in Windows Explorer. In the dialogue box that comes up asking what program to use select the one pertaining and ensure the tick box "Use this program etc" is ticked, This will set the file association for all files of that type. There are other ways but this is the easiest.
