Server 2003 PLEASE help

I just installed a new 2003 R2 server as the only server. It is a Domain controller. I'm running Terminal Services. When I assign a share (drive z:) for the Terminal server client and place .ink and .bat files in it. User's with full rights cannot edit or execute the .bat file.
"Can't find Path or files, You may not have permissions" is the message. I drag the files from the Z: share to the terminal server user's desk top and I can edit the file.

What policy would allow my users to open and run .bat files from their drive shares?
