Security Tool Virus - unable to remove - please he

morning - please help

My daqughters shiny new notebook has been infected with Security Tool virues.

I've googled removal of this which there are plenty of sites with step by step instructions on how to do this.
The problem being is that they all require you to download a malware removal application such as malwarebytes
the problem is when i download something on it, it wont let me install it. it just flashes up with one of its nonsense "threat detection"

also cannot access anything from control panel

Has anyone had the same problem? if so how the hell do i remove it

thats what i've tried
the problem being is the first thing you have to do is download and install RKILL

this virus is not allowing me to install anything
i've even trid saving it and renaming it something not associated with spyware removal yet it still won't allow it

Have you tried installing it in Safe Mode?

(At start-up press F8 repeatedly then use the arrow keys to select Safe Mode) ... run MBAM.

Use Ctrl + ALt + Del to bring up
task manager - Processors tab
look for any processors with random numbers.exe (No genuine windows processors have random numbers)

Stop those processes then see if you can follow the instructions from Bleeping Computer.

downloaded marlwarebytes anti spyware in safe mode and everythings fine
