Security Settings in the Trusted Sites Zone

I have a problem in IE 5.5 or IE 6, I have tried to change the trusted sites security settings from low to medium, but when I do this and close the window down it automatically changes the setting back to low. I keep getting the tjaw toolbar taking over my homepage and cannot stop it from doing so even though I have taken all the sreps I can and have been advised to, I think it could have something to do with the trusted site settings and am getting frustrated in not being able to change them. PLease, any help would be gratefully appreciated.
