SCROLLING ARROWS NOT WORKING ON WEBSITES

For some unknown reason the scrolling arrows for paging up and down on any websites have stopped working although they are still visible on the screen. A solid black column runs down the right hand side of the screen and it is only by clicking on this that the page can be moved up or down but it is very erratic and jumpy and a real nuisance.

I am using Windows 7 and Internet Explorer.

Any helpful suggestions would be greatly appreciated.

Many thanks.
