Script Error Message

Running Windows 98 SE. When I try to open a file In Windows Explorer I receive a “Script Error” message stating “Library Not Registered”. URL: file://C:\WINDOWS\web\folder .htt. asking “Do you want to continue running scripts on this page?” On selecting “Yes” the file can then be opened normally by double clicking. This seemed to happen after I had an error message appear some time ago when Oleaut32.dll & msoe.dll couldn’t be found. I downloaded these files from the Internet but have been unable to install them. I am wondering whether this is the cause of the problem. Could anyone advise please?
