screen problem

I bought a new computer , everything was fine but I had to reinstall windows ... anyway .... since I reinstalled everything and installed drivers and that ... whenever I scroll down web pages with the scroll bar or the scroll wheel on my mouse the pages seem to have a ripple effect when as before it scrolled smoothly , is there anything I can do to adjust this ?

george_g, is smooth scolling enabled in internet explorer?

You can find this in internet options>advanced, there is an option there to smooth scroll.

smooth scrolling was already ticked , i tried unticking and just the same result ...

can you see if this can be altered?
Asl if you are talkng about Web inut, then download rate - ie -modem .
Some areas to check out, but if you are on line at vusy timers the input will be slower.
