scanning formats for web

anyone any advice for the best way to scan a catalogue for both copying to cd to give to customers and also placing on a website for download. Have scanned in directly as pdf's but qualities poor when compressed, also scanned as jpeg's then converted to pdf which was slightly better.

Lots of pdf's seem available for download which are small file size yet also good quality and wondered how so, any advice appreciated.

They are likely created in a word processor / publishing program and exported directly as pdf, rather than being scanned.

Do you have the original of the catalogue? If so, you may be able to get someone to save it as a pdf file.
