scanning formats for web

anyone any advice for the best way to scan a catalogue for both copying to cd to give to customers and also placing on a website for download. Have scanned in directly as pdf's but qualities poor when compressed, also scanned as jpeg's then converted to pdf which was slightly better.

Lots of pdf's seem available for download which are small file size yet also good quality and wondered how so, any advice appreciated.

Tif files seem to be a standard for scanning. You can then convert TIF to pdf for web and maybe jpeg/TIF for CD.
