Running Easy Cleaner

I was running Easy Cleaner in the "Unnecessary files" mode and after clicking "Delete all" E.C. reported that it could not delete two files:-
C\Windows\History\History.IE5\index.dat
and
C\Windows\TemporaryInternetFiles\ContentIE5\index.dat
When I emptied the recycle bin the same files where retained and, on running "Unnecessary files" again I found they had been duplicated.
Are these files important

You can't delete the actual folders......Windows simply recreates them if you do.

But the contents can be cleared...two freeware applications that will do this are Cleanup click here and CCleaner click here

Downloaded CCleaner and ran it - seems to have done the job. How do I open the index.dat files to see if they really are empty?
Also I downloaded it to Drive C does it work on the second Drive D or do I have to have it installed on both drives.
