roaming/local profiles

I help with school IT, have Win 2003 file server and XP Pro. Teachers have wireless laptops which sync on log-off and log-on. When in school use roaming profile and log-on to domain.
All apps are installed on laptops and a synced folder keeps the desktop and Start menu up to date.
At home when logging-on, to domain, the same desktop etc comes up. I suppose you could call it a synced local profile. I now have a new laptop which works in all respect except the profile does not work at home. The folder I want to sync does not have the make available offline option. Does anybody know what I'm trying to explain and any help

you may have to enable offline files first, to do this open my computer and on the tools menu select the offline files tab and check the enable offline files checkbox.
