Restrictions in Outlook

For the first time when I clicked on a link in an email that I had received (from the BBC) i got the message 'This operatiopn has been cancelled due to the restrictions in effect on this computer. Please contatc your administrator' As I am the only one using the computer and naturally must be the administrator, how can I change this stupid rectriction and where did it come from?

Do you have spybot installed? if so do as below.
The imunizations page in the latest "Spybot" has a check box that says....

'Lock IE Control panel from opening from within IE (Current User)'

Checking this off fixes this problem .

No, don't have Spybot on computer - am running Outlook from Office 2003 and Opera as my Browser. From a previous problem/answer I went as directed into Internet Explorer (which I never use) and went into tools and reset internet options but with no effect at all.

should also have mentioned that I am running Zone Alarm , AVG and Windows Firewall.
