"Restore my active desktop" please!

This has happened just recently on startup, and then while working on various programs. When I get a "freeze" I alt-ctrl-del and its sometimes explorer that is not responding. I close it or whichever is not responding and then get the dreaded window! Anybody know whats going on?

If you are using Active desktop then turn off Start > Settings > Active Desktop >
De-select "View as Web Page".

This applies to 98se, using active desktop seems to cause problems such as freezing of system and in general will slow down all but the fastest of PC's.
