Restart Problem

I am running windows xp with SP1.

i am currently having an issue with restarting my machine. When i click restart, windows logs off, appears to shutdown, the monitor goes into standby, the hdd light and power lights stay on but nothing else happens. The only way to then start up my machine is to turn the power off at the wall and leave it for 30 seconds and then turn it back on.

I have checked all power management options in the bios but all seems ok...

I have fully reformatted and reinstalled but am still having the same problem.

Any ideas welcomed........
