Restart button = switch off, seemingly

There was a thread with a similar problem a few months back (click here)but in my friend's case pressing the restart button simply switches the computer off. It can then be switched on again by usual method but there must be a reason for it's current odd behaviour. As far as I know it used to be "normal" - ie. "restart" resulted in a restart; but I wonder if it's anything to do with a recent virus/spyware/worm attack - now cleared. Has anyone a solution, please? (OS is XP, and it's a very slow laptop)

Try running a system file check, Start/Run,type sfc /scannow (Watch the space) you may need the XP CD

Tried that, rawprawn , All that happened was a momentary flash of a black rectangle! What should have happened?

But Restart is now working OK !!
