removing "now safe to turn off computer" message

I recently installed a video capture card on my PC and it was causing my PC to hang when shutting down. So I removed it and it shuts down OK but I get the message "now safe to turn off computer" and as the only way to turn off the PC is to hold the power button down for 5 seconds the message is annoying. Before the video capture card was install it used to shut down automatically. I’m running windows 98. Regards, David.

Cheers for the reply Chris but I went through all that when I troubleshooting the hang on shutdown. Now solved the message problem as I remembered that I changed the value of fast reboot in the registry when throubleshooting why the system was hanging.
