Remove an HTML screen

I recently changed to a new ISP. Although my new Isp is now up and running the old Isp has installed a help page over my new home page. To dispose of it I have deleted its HTML notepad source via the View dropdown menu, but ti will immediately reinstall itself. I have achieved a workaround so as to get my new home page and it is best doe by going on line through Outlook Express then click on Explorer. How can I get rid of the nuisance page? WillI have to edit the HTML. I don't know how to do that. Any ideas will be gratefully recieved.

have you deleted your old isp connection in control panel?

also make sure you clear internet history
