Rejected emails

I am using a Broadband connection and when I try to reply to an email link on a website it automatically opens Outlook Express. I type in the message but when I hit SEND I get the following
“The message could not be sent because one of the recipients was rejected by the server” It goes on to give the details of the email and then “Server Response 550 Administritive prohibition. Port 25, Server (SSL) Server error 550 error number 0xOOOCCC79
Normally I use a web based email service from the ISP home page and if I transfer the information to this as a new email all is well. I know there is nothing wrong with the address I try to send to so how can I make the web based email the one that gets selected?
