reinstalling windows me problem

i have been working on a friends pc (see my previous posts) & i discovered that windows had some stuff missing (it asks for password & i have to click cancel because there is no password but it thinks there is, but can't change password because option is missing in control panel) so i decided to re-install windows over the top of the existing one hoping it would put right the multiple problems i have been having
my problem is it only gets to 65% then i get this error message
"SUWIN
an error has occurred in your application. if you choose ignore, you should save your work in a new file. if you choose close, your application will terminate."
i have tried ignore & nothing happens so i have to choose close which stops the installation
i have managed to boot it up & it tells me that some DLL files are missing
did a scandisk (thorough) then tried installing again with the same problem.
does anyone have any ideas how to get round this without formatting the drive & starting from scratch?
