Registry File Failure

Can anyone help. The PC will not start even in safe mode. Shows the windows xp screen and then re-starts constantly. Unable to switch off except at mains. When trying to go into safe mode received the following message:
"STOP: C0000218 {Registry File Failure} The register cannot load the hive (file): \SystemRoot\System32\Config\DEFAULT or its log or alternative. It is corrupt, absent or not writable.
Beginning dump of physical memory." The machine then froze. Thanks for any assistance.
