Registry Editor and XP Pro

I am running XP pro but am unable to run the registry editor. When I try to access the registry in any fashion I get the message ' Registry editing has been disabled by the administrator'. I AM the administrator and I never ( knowingly ) disabled registry access. I have made numerous attempts and enquiries to solve this to no avail, even MS knowledgebase (ha ha! ) doesn't seem to have heard of it. Any suggestions as this is a big problem at this stage.
