Regarding VISTA confirmation pop-ups

My wife has a VISTA Laptop. Everytime you open a programme or try to do anything a pop-up opens and asks for confirmation. Can anyone tell me if there is a way of turning off this function?

Thanks for your quick response, I followed your link, but that doesn't seem to be what I'm asking for. I don't want to disable the user account. What I want to do is put a stop to those annoying pop-ups that keep asking for confirmation, when you try to install, update, change or open anything.
