refeshing pages with META tag

Every time I go to a page that says I will be redirected (e.g after I log into PC advisor) there is always a message that says something like "If your are not redirected in 10 seconds then click here"

I am using 'redirects' for my website. I also added this message. But why does everyone have a message like this? Does the META refresh tag not always work? Can the client switch of 'redirects'?
