Reducing size of picture attachment

I have just received a picture as an attachment. It is very large and have to use my up and down and horizontal scroll bars to see it. How can I reduce it so.... 1. I can see it on my screen without having to scroll, 2. reduce it so I can print it of or forward it via email.
I am on XP and use OE /Hotmail with B/B

save the attachment as a picture (put it where you can find it).
Open windows explorer.
find the file and highlight it.
Look in the 'files and folder tasks' at the left, and click on 'E-Mail this file'.

Likewise....
In picture tasks (towards the top of the left hand menus) click on 'print this picture'.

Many thanks for your replies. I downloaded Pixresizer and the Windows Exp. method. Both work very well. Sorry for the delay in replying but I had to go on the 'Sainsbury' run!

Hi Buscrew, I`ve tried downloading pixresizer
with no result. I run XP Pro what am I doing wrong?
