Recycle Bin/recent documents on start menu

Am running XP Home SP2. Also running CA Security Centre (firewall/anti virus) - don't wish to delete this, of course :0)

Two issues:

1) Recycle Bin is emptied each time I boot up
2) "recent documents" in start menu behaves likewise (ie doesn't retain info)

Tried 3 solutions I'd heard about:

1) Had CCleaner running - have uninstalled - makes no difference
2) PC won't let me delete C:\recycler from My Computer
3) Plsyed with RB settings directly (disc space allocation, etc) still no luck.

Had problem for about 3 weeks - can't remember what happened to cause it.
