recycle bin empties on shutdown

I had no response to my previous entry so i will rewrite it.
My duel boot system, Win 98SE/XP does not retain any of the files I have deleted to the recycle bin when I turn the computer off. I have checked the settings for the bin, and the delete files without sending them to the recycle bin option is not activated.
Can anyone help me, please.

There are lots of 3rd-party utilities that will empty your recycle bin at shutdown - have you checked to see which ones are running, and carefully double-checked the options you have set for these programs?
