maybe you have not restored them in the coorect directory. Hopefully the below steps will help uou find where the current directory of the OE files are in:
1) Open Outlook Express
2)Tools | Options | Maintenance
3)Click on Store Folder
4) You will see a full path of where to copy the DBX files. Highlight this full path and copy it and open in a exploer or web address window. Copy your DBX to thies folder. Close OE and restart.
