Recording in HD and internet upload speeds. Help!

Hello. I am planning on purchasing a Logitech HD Pro c920 webcam to help me record podcasts with friends so I can have better video quality. I will be doing this live, with Google+'s Hangouts On Air, but I am worried if my investment in the webcam will make a difference in video quality, because the upload speed of my internet varies from .30 to .38 MBPS, and I have a laptop that is a few years old (a HP Pavilion dv4 with an Intel i3 processor), but is decent. Google's recommendations for recording in HD on Hangouts recommend that I have an i5 processor or higher and an upload speed of 1.5 MBPS or 1.7 MBPS for the best quality. My question is:

Is it worth it to invest in the webcam and will it improve the video quality of my Hangouts On Air sessions?

I know it may help a little and probably won't stream live in 720p or 1080p HD, but I don't want to spend $70 for an "okay" upgrade. Will the video quality be noticeably better?
