reboots at start up

Help does anybody why a PC would boot up and then switch it self off and reboot again.
I have taken the PC to bit and checked that none of the wires r touching the case. All the components seem to be firmly in place.

It is pentium 3 running win me and has 256mb memory two hard disk a cdrom drive and a cd writer help

Will it boot up in safe mode - keep hitting the F8 key during the booting up process, and you should get a menu - choose safemode.

If it boots OK, this will indicate a software, rather than a hardware problem

Will it boot up into DOS (from a floppy disk) OK - once again, if it does, ths indicates a Windows, rather than hardware problem.

Where does it get to before it restarts

Did it used to work - if so, is there anything you just did before it stopped working

Do you get any strange beeps, which may indicate a failed fan, for instance.
