My Laptop is partitioned with drive letters C (the operating system and programs) and D for data.
Is it safe to re-install by booting to the XP disc and just formatting C to re-install XP or is D at risk of being formatted too?

No D: is not at risk, but it does not work just like you said with XP. First have you a full XP CD or a Recovery CD. and who created the partitions?

I have a full XP disc and created the partitions using it.

Right to do a Clean install Set the BIOS to start from CD, then load CD and start comp choose do a clean install from XP disc

The "D" drive letter would normally be for the CD/DVD-ROM or rewriter drive, plus "E" if you have one of each.
