RAM and Photoshop CS

Sometimes ( but not every time)when I try to open a file in Photoshop,usually a tiff file I get a message telling me that there is not enough memory RAM and that the programme cannot proceed. My computer has 1.5G of memory; which I thought would be enough for anything!
If however I try Paintshop Pro it opens without any trouble. I then save it and find that Photoshop can open it.
Can somebody tell me what's going on?

Have you set up scratch disks? Edit>preferences>Plugins and scratch disks and also look at Edit>preferences>memory and image cache

Thank you Terry f for your response.
As a non techie I would ask 'what is a scratch disk?
However I have now increased the cache for Photoshop to 75% I hope that this will cure the problem, but I am still mystified as to why after savng a file in Paintshop pro it can then be opened in Photoshop when previously it could not!
