Is the software "Radiotracker" deemed as illegal regarding downloading music?

It would seem this is a bit like recording a radio programme to listen to later. If you pass that music on to others you are in breech of the law. So if you listen to it on you own it is ok, but if you play it in the car and you have passengers they will have to put their fingers in their ears. All seems a bit daft even if the internet shut down tomorrow people would still exchange files with each other on discs/usb drives or bluetooth.
