"Zooming in" software for a video

I have a video in MTS format (the one used by Sony, Panasonic and Canon HD) of a blue tit fledging from the nest. Unfortunately I was some way away and the action part is smack in the small centre portion of the video.

Is there any software (preferably FREE) that I can use to enlarge or zoom in to the centre portion?

Many thanks
