Questions about editing Win 2000 polices

I am trying to lock down a Windows 2000 pc using the command "GPEDIT.MSC". The pc needs to be locked down for useage in a coffee shop for Internet access. Allthe normal things such as RUN, RIGHT CLICK, MY COMPUTER etc need to be removed.

I have setup an account called USER which the pc automatically logs into after bootup. The problem I am having is the changes I make with "GPEDIT.MSC" are affecting my ADMINISTRATOR account aswell. How do I go about making changes the only affected the other account.
