Quality of Linux applications

I have been thinking about buying SuSe or Mandrake Linux to install alongside Windows 98 (using the BootMagic utility found in partition magic). Before buying the OS, however, it would be good to get some advice on the quality of available applications. For example, is there a good graphics & photo editor along the lines of Paint Shop Pro, and are there any decent DTP programmes? Also, magazine reviews suggest that a Linux beginner should generally cope fine with installing the latest distributions, but what about general operation of the system - is it likely to take endless hours of learning? Is Linux really virtually trouble free compared to MS-Windows?
