Proven ok Keyboard not working on another PC

2 keyboards found not to be working on a PC in cirtain areas(the"@" not working) worked fine when tested on another PC. Is it possible something else could cause falce signals besides the actual this an internal fault & what area of the PC do I need to look at. (One keyboard was wireless & the other from usb port. other than one usb port was attempted. The symptom is that uppercase does not work on a particular key. It is worh noting I have had problems with this particular PC starting up, & had to reboot the operating system. It was while re establishing the net that the problem came to light.

The PC must be set up for the keyboard to read English!

In Control Panel>Regional and Languages set everything to English.
