Programs not opening, computer cant find files

My work computer is on the fritz and neither I nor the computer person know what to do. I boot it up and its fine until I log in, then it comes up with errors telling me it cant find certain files. Now those "missing" files are on the computer and can be found by search. Then when I click on any icon it brings up an open with window. I found that I can get to most things this way but its rather annoying.

Click 'Start' Button
Click 'Run' at the prompt Type...

regsvr32 /i shell32.dll

Take notice of the spaces either side of /i

Press 'Enter' on the keyboard.
This code will re-register all the .dll files

what program do I open in order for that to run? it brought up a window asking me to find a program to run the regsvr32.exe file

In Windows XP...

Click 'Start' Button (Bottom Left corner of Desktop) a box will open...

Click on 'Run' (another box will open) at the prompt (flashing vertical line) Type...

regsvr32 /i shell32.dll
