Problems after formatting HDD & re-installing W98

Hi there,
My old HDD finally gave up so I installed a new 40Gb Seagate HDD. I've formatted the drive by booting from the Win 98se cd and then installed windows. When i now try to boot it first tries to boot from 1st the floppy drive, and then the cd rom and will not go past this point.
I've checked the bios and it is set to boot from HDD 1st then cd then floppy. The only way to get it to boot from the HDD is to press F8 on boot up. Also the Floppy drive light is permanently on, and apart from when I boot with the win98se cd in the cd drive, cd's don't play.
Win 98se, AMD 1600xp, ECS K7S5A mobo, forgot to say, I have tried a new floppy drive, same result,also checked all connections.

turn the floppy cable 180 degrees and plug in
