Problem moving TIFF files

For some reason every time I wish to move a TIFF file from one folder to another, or even to delete it, I am told I cannot do so "because it is still being used by another program.
This is despite there being no relevant programs open (checked using Windows Task Manager). I have also checked file attributes to ensure this is not the problem.
Has anyone encountered this or can offer any help please?

Some tiff images (often quite small) are used by Windows and other basic programs to be wallpaper, screen backgrounds and icons.
Can you say where these files are found? Or anything about the path?

You may find Start > Search helpful if you pop the name of one of them in Search and see what the path is.
