Problem Installing NT4.0

Can anyone help me please? I have partitioned my hard drive correctly (as far as I'm aware) and have begun to load the NT boot disks. It gets most of the way through the 3rd disk and comes up with a message telling me that the temp location created during the MSDOS portion of setup cannot be found. Press F3 to exit setup. Setup doesn't actually ask me for a location during setup.

I do not get the option to partition the hard drive during setup. I am creating a partition of 1gb using fdisk and then formatting it to FAT16.
At what stage of NT setup should you be able to create the partition?
