problem with getting router to "talk" to modem

D-link DSL-300T modem, Linksys wireless-B router. OS XP-Pro.

My network with a win 98 PC works ok, but the only way I can get internet access is by hot wiring the modem and router. however after shutdown and restart, the connection can only be restored via hot wiring the modem and router again, but not 100% successful.

Probably I'm doing something fundamentally wrong.
I have the modem configured with my ISP log-on details ie name & password (static ip address will not work)I've tried various configurations on the router, without success. However inputing my static IP address will allow access but only as described above.
