Powered USB 2.0

I am just enquiring about laptop/notebook computers. I have an application that states that a USB1.1 (2.0 recommended) full powered port is necessary. Some makes of notebooks actually list amongst their specifications, for example, 3 x USB 2.0 4-pin connector, 1 X powered USB 2.0 4 pin connector. So presumably there is a difference. Can someone possibly explain what that is and whether some models come with this, for my application (Meade CCD astronomical imager), necessary powered USB 2.0 port.
